Many argue that company culture plays a large role in the limited amount of time off being taken. On the other hand, some organizations do not have HR systems that track PTO utilization, which allows many employees to underuse this benefit. To help counteract the low PTO use, many argue that leaders should lead by example by promoting time off and being aware of their population's PTO banks.
